Last call: HighlandHIGHLAND Radio is axing its bingo game, the station has announced.In a statement yesterday the Letterkenny-based station says it is dropping its long-running Rehab Radio Bingo.“Friday 2nd May 2014 is the last day of Rehab Bingo on Highland Radio,” said the station. “However, we are in the process of preparing a new Bingo venture with a local charity in the coming weeks.”The north Donegal radio station had applied to the Letterkenny District Court for a bingo license several weeks ago, with the station saying it wanted to earn €52,000-a-year profits from “running costs” and giving the rest to the Donegal Hospice.Judge Paul Kelly had asked radio station director Hazel Russell at a previous hearing to provide a break-down of its proposed figures, telling her that no more than 40 per cent of cash generated could be spent on administration.Ms Russell told the court that the station would charge €25 every time bingo numbers were read out, and this happened eight times per day. This would amount to €1,000 per week – or €52,000 per annum – as bingo was played five times per week. But Ms Russell later returned to the same court to say the license application was being withdrawn.Ms Russell did not give an explanation for Highland’s decision to stay with Rehab at the time, but it now appears the company has changed its mind again.It will now have to re-submit its application to the courts.No-one from Rehab was available for comment last night. Evolutionists assume that bacteria spread because they evolve resistance to antibiotics and become more fit to survive. That’s apparently not true, says a story in EurekAlert about a study from Imperial College, London: the spread of bacteria appears to be due to chance alone. Here are two quotes from the article by team members explaining the finding:Dr Christophe Fraser, from Imperial College London, a Royal Society University Research Fellow and one of the authors, says: “Microbiologists have assumed for some time that some disease strains spread more successfully than others. In fact we found that the variation in the communities we studied could be explained by chance. This was surprising, especially considering all the potential advantages one pathogen can have over another, such as antibiotic resistance and differences in host immunity.” Dr Bill Hanage, from Imperial College London, and also one of the authors, says: “When we look at a sample and see that some strains are much more common than others, it’s tempting to think that there must be something special about them. In fact, they could just be the lucky ones, and that’s what it looks like here. Most of the variation in the spread of these pathogens can be explained by chance alone.” (Emphasis added in all quotes.)The team studied three pathogenic bacteria and followed the social patterns of the humans they infected. There was no clear association between success at spreading and fitness for spreading . A related commentary by Dan Ferber in Science1 had another surprise about bacteria: they are not immortal. Reproducing strains in a culture apparently show their age. What does this mean? For one thing, the results “make it unlikely that natural selection produced an immortal organism.” For another, “It’s one of those exciting results that makes you take a fresh look at what you think you know.” One observer is not sure the populations that stopped growing were aging; maybe they were taking a break for repairs. The country’s long-term local currency IDR was affirmed at “A”, as was the country ceiling.“The change in outlook reflects South Africa’s improved growth performance and prospects as a result of rapidly rising public and private investment and ongoing micro-reforms in the economy,” Fitch sovereign team director Veronica Kalema said in a statement on Wednesday.“In addition, the country has seen a substantial improvement in its already sound public finances and strong external balance sheet.”Increased government savings and use of fiscal surpluses to increase reserves and cover the cost of sterilisation have also reduced South Africa’s external vulnerability, the agency said.Fitch said South Africa’s growth rate of 5% was sustained between 2004 and 2006 by strong consumer demand, while more recently acceleration of capital investment reflected a massive infrastructure investment by the country’s public corporations – both as part of the government’s general infrastructure programme and for infrastructure related to hosting the 2010 Fifa World Cup.The agency said it expected consumer demand to remain firm despite rising interest rates, thanks to structural changes in the economy and a rise in employment and real income.Fitch predicted that the country’s growth rate would to remain close to 5% in 2007 and potential growth would move still higher in the mediumterm. Low Viewership is No SurpriseThe low numbers aren’t surprising, according to a YouTube spokesperson who requested anonymity, as site executives didn’t expect the Elections Hub to be an overnight success considering the average age of the YouTube demographic is in their teens.“We’re very happy with how the Elections Hub is going in these very early days of the political cycle,” wrote the spokesperson in a statement to RWW. “It’s a long-term play that we hope is a great resource for people between now and November 6.” (The spokesperson added, “between live-stream views and views of on-demand video, there have been millions of views of the video on the YouTube Elections Hub since it launched on Wednesday,” but declined to provide specifics. It’s likely those millions are solely DeFranco’s.)Success with Internet-Savvy AudiencesThe list of highest-performing partners – Al Jazeera English, BuzzFeed and DeFranco – makes sense as all three have a strong Web presence and appeal to a young Internet-savvy audience. DeFranco, who is a YouTube staple, generated at least 50,000 views per video (approaching 1 million on some). Millennials have left comments on his political videos along the line of, “I’ve never voted before, but now I think I will.” DeFranco fans swing Democratic, judging by the relative popularity of his videos, so high viewership of his RNC coverage is telling of his charisma.Conversely, YouTube Elections Hub shows that are meant to appeal to older audiences are failing. Some on-demand episodes of the Larry King Live Web show – presenting guests like Ben Stein and Tanya Acker – have struggled to break 100 views. Larry King has more than a million fans on Twitter, but apparently none of them are watching him on YouTube.Ineffective PromotionNonetheless, YouTube is committed to the project. “We’ll keep supporting the Hub with marketing and promotion on YouTube so that people know when major political moments are taking place, and they can check them out live,” the YouTube spokesperson wrote. This advertising strategy is problematic because YouTubers who are already on the site and interested in the election are clearly watching DeFranco’s coverage, and a DeFranco fan would not watch Larry King Live and may not have even heard of him. DeFranco heavily promotes his own shows and does not rely on the video site to promote his Elections Hub programming.Many Election Hub partners are not promoting their own YouTube coverage themselves, perhaps relying on the Google-owned company to do it for them. Chaotic PartnershipsEven more confusing is the disunity: At press time, New York Times was livestreaming an interview with a pundit about the upcoming DNC through a video player on its own Politics front page, not through YouTube; visit the New York Times Election Hub page on YouTube and no stream of that interview can be found. Then there is a video of New York Times’ Jim Roberts interviewing BuzzFeed’s Ben Smith from the RNC floor on the impact of social media during this election cycle (President Obama on Reddit, tweets about Romney’s VP pick, Ryan) that has only 200 views. This video was not embedded on the New York Time’s site or even linked to BuzzFeed.Checking the ABC News and Wall Street Journal sites reveals a similar lack of promotional coordination.YouTube’s Election Hub won’t be the “long-term success” that the Google-owned company hopes for if the partners don’t bother doing the legwork themselves. The Government has signed a Memorandum of Understanding (MoU) with the United Nations Office on Drugs and Crime (UNODC)-World Customs Organisation (WCO) Container Control Programme that is expected to result in improved security at the nation’s ports. “This MoU establishes and recognises that a funded and enhanced partnership now exists between the Government of Jamaica, through the Ministries of Finance, National Security and Transport and Works and the UNODC and the World Customs Organisation, to improve port security and to prevent the unlawful use of cargo containers for activities, such as illicit drug trafficking, smuggling of goods, tax evasion and possible terrorist acts,” Finance and Planning Minister, Dr. the Hon. Peter Phillips, said at the signing at his Kingston office on Tuesday. The UNODC will provide technical assistance, equipment, analytical tools, computer stations, radio communications and field test kits to help in identifying drugs and chemicals in containers at the ports. They will also be involved in the training of the staff, selected to man the joint container control units. Programme Manager, UNODC, Troels Vester, said Jamaica is the first country in the Caribbean to join the programme, which is significant, due to Kingston’s role as a major transshipment hub. He stated that the container control programme aims to open fewer containers and find more illicit goods. Mr. Vester explained that 14 officers have commenced training under the programme, which began on November 26, and an ambitious deadline of December 10 has been set for the Container Control Units to become operational. In the meantime, Dr. Phillips also pointed to the possibility of earning increased revenue from the ports as a result of the programme’s implementation. “The mislabeling of containers leads to significant revenue evasion at the ports. Given our current fiscal situation, Jamaica critically needs the revenues to execute vital programmes and we also want to establish a general atmosphere of law abiding behavioor in our ports and elsewhere,” he said. The Minister pledged the Government’s commitment to establish a steering committee, and to have the participating institutions undertake to maintain and provide support to the port control units. He stated that funding has been secured from the Canadian Government in the sum of CD$500,000 for the programme to be implemented in the Kingston port, while the United States Government has committed to funding the programme for the Montego Bay port. Also at the signing was the US Ambassador, Pamella Bridgewater, who stated that her country was proud to collaborate with Canada to support the programme. “This collaboration, we firmly believe, will result in helping to preserve the security of Jamaica’s borders… and we think that it is going to be very important to ensure that the large number of shipping containers that pass through Jamaica do not contain illicit goods, such as narcotics, guns and other illicit substances. But equally important, it will be very good to know that the speedy shipment and processing of legitimate goods will be facilitated, which will be an important factor in enhancing Jamaica’s economy,” she said. For his part, Canadian High Commissioner, Robert Ready, said the project is an example of Canada’s commitment to fight international crime in the region. He stated that the Canadian Government stood ready to continue its support and provide expertise to Jamaica through the UNODC. The MoU follows a Letter of Intent that was signed in June of this year for the establishment of the programme. The UNODC-WCO aims to assist governments to establish effective container controls that will serve not only to prevent drug trafficking and other illicit container crime, but also to facilitate legitimate trade and raise state revenues.
