Mediation fails for Wilsona, teachers

LAKE LOS ANGELES – Wilsona School District and the teachers union have failed to resolve an impasse in contract talks despite the help of a state mediator, officials said Monday. The negotiations now will advance to the fact-finding stage, which could lead to trustees unilaterally imposing a contract on teachers. “If we accept the offer they have on the table, it puts us last or near last in many areas of salary in the Antelope Valley,” said Jodi Paris, lead negotiator for the Wilsona Teachers Association. “We don’t feel we can afford to do that if our goal is to attract and retain teachers.” The impasse was declared in October over the issue of salaries, with the district offering a 2 percent raise over two years and the union asking for a 7 percent hike for the same period. The mediator on Monday referred the talks to the fact-finding stage where a state-appointed, three-member panel will hear testimony from both sides and issue a nonbinding report to the board with recommendations on what the contract should be. Superintendent Ned McNabb said the district would have more money for salaries if there were a way that both sides could share in the cost of paying for increasing health benefits costs. “We believe the only way to solve it is to address the health benefits cost issue,” McNabb said. Paris said the union offered Monday to lower its request to a 3 percent raise for just the 2005-06 year retroactive to January 2006, but the district rejected that.
